Diplomatic Immunity - the party and a bug

I didn't focus on the main quest so finally decided I better do it. Currently level 37. Nobody is at the party, just the drunk guy who is met outside. He is wandering around. I also can't buy him a drink. There is no way to arrange a distraction.

Any ideas? Or am I just borked and will have to start over....

you didnt kill all the guests off at other times did you ?

Nope, they're all alive. I admit that I love to kill Thalmor folk (and plan to kill more) but all the others, still there.

I think that the mill owner was killed by a dragon but that's it.

Some or most of the guests are considered essential and are not killable. Unless you have a different group of people come to your party than I do mine. One or two of the Jarls or Thanes were at the party for me. I had always assumed that the guests were always the same, not based on people your character had met. Anyone know for sure?

Seems like I need to restart as there has been no input other than what's here. I put off the main quest line and it seems that broke the game. Be forewarned!

I did not start this quest in my last playthru until I was well into level 40, You have something interfering with your game, a mod or something. Go back to an earlier save is the only thing I can tell you.

Did you talk to Malborn at the party, get a drink for yourself, hand it to the drunk, Razelan? If Malborn doesn't have the speach option, I agree with RMG. Disabling mods 1 by 1 can be tiring (if you have 100 mods), but the only to find a solution sometimes.

Just got back to the game...having this problem now..

Are there any new ways to fix this problem? Any particular mods that affect this quest?
