I've used torches in Stealth, and they didn't seem to give me away. (Don't have Climates of Tamriel, so can't comment on how they may behave there.)
I have the Darker Nights mod, it's a must to use a torch at night now.

i also use tropical skyrim but that is for looks and enviroment
I use torches sometimes, unless I'm playing a Khajiit.

If it's too dark with Climates, you can use Realistic Lighting Overhaul just for interiors. RLO is a bit brighter, still darker than vanilla, but you can see.

Because of the mod I use, nights are dark as it should be. So I use torches, it feels more "realistic" to use torches. It's quite fun not seeing monsters going straight at you until it's to late :D or "Is that a bush or a wolf, better stealth and see... Oh look a bear..."

@Sly,I use the COT mod and Im also a stealth character as well and its way to dark for me. try the default setting for your lighter nights,a little bit easier to see things.
I also use a few mods which make things darker, my favourite is one which removes ALL light sources from abandoned dungeons. Undead see in the dark and can detect life, they don't need to spend a fortune on torches. Dungeons which contain NPCs who would need light, such as humans, are lit as usual because it only makes sense.

It makes things like torches, lanterns, light spells and night-eye absolutely necessary and improves the overall atmosphere of the game immensely. Should be like this in vanilla, why must even the most abandoned ancient cave full of ghosts need to be lit up like blackpool?
I use Realistic colour and real night with the classic preset along side enhanced light and fixes.
Shadows are really darks (not too much) so torches are required !!
In other word. Allways !

Cliamte of tamriel night are dark but a kind of black coating that trend to fade lights as torches.......

Im using a lot, buy Im mage, not stealth lol...Im use climates but fx enhancer for interiors...so..is much dark, you dont see anything without a torch or magelight , really cool.
Nighteye FTW!!!
Get the wearable lantern mod! You can have a lantern hang from your belt so that it doesn't take up a hand slot. It also lets you set the brightness to whatever suits you.
If I'm having conversations with people in dark places then I'll break out the torch so I can see their faces.
I use a Night Eye Spell mod and a Night Eye Blur Removal mod. Both are on Workshop.
