The usual situation from most user agreements would be that you have the rights to the image as a composition and can use it as you see fit however they retain the rights to any of their material that is depicted in that screenshot and they can demand it be taken down if used in an objectionable way, they usually also have the right to use it without having to pay you. If you publish the screenshot to steam, I believe as part of that service Valve get the right to use it for some purposes without having to pay you as well.

Essentially you will need to read the user agreements which will detail specifics.

User agreements are not law. They are not legislation. They are not copyright. Hell, they aren't even contracts by the strict legal definition of contracts.

The screenshots you take are fully owned by you. However, you may not use screenshots in a way that infringes upon Bethesda's copyrights. For example, you may take photographs of the books you own, but you may not takes photos of the individual pages in order to circumvent copyright of the books.

Copyright in the US is covered by Title 17: http://www.law.cornell.edu/uscode/text/17. Don't trust me, read it yourself.
