Strange FPS problem
I have a very good PC and I can easily play Skyrim on ultra at 60 frames and it's been capped there yet when I go inside any building it goes kind of laggy and glitchy. I downloaded fraps and it says it's still 60 frames when i'm inside buildings? How can I make the glitchy movement stop?

its possible its a desync issue . do things like plates and food fly when you first enter a room ? desync happens indoors for most people and its right when the fps shifts up . its also known as the poltergeist glitch .

do you have uber 4k textures or any unofficial texture packs ? or another obvious question just to get it out of the way any mods for any cities or buildings or npcs ? test the game without them

not sure how you would lag with a flat 60 fps but maybe its indoor dust . the particle effect for the dust may be giving your gpu some problems . not that it couldnt handle it but maybe your drivers dont like it . try to update your drivers.

I think you mean micro stutter??

It seems to be a common problem with this game (as awesome as it is) and, as I understand it, doesn't really have anything to do with FPS. I get a solid 60 everywhere, however some of the indoor locations are prone to a small amount of stutter when panning the camera. In the end I left everything on ultra but put shadows on high - which seemed to help me quite a bit.
