Dual Flurry Perk is turning itself off
Hey Steam Community. This is my first forum post on Steam so bear with me on this.

I bought the Skyrim Legendary edition and loving it. But I have noticed a rather game breaking bug (in my opinion) involving the perk Dual Flurry. I have checked google and other sites to find a manual fix and it appears that not too many people have even noticed this bug (assuming they have it).

This is basically what happens: Dual Flurry turns itself off at random times. If you enter a new area while you are not dual wielding, it will turn itself off even if you equip a weapon in both hands soon after. This also happens if you load a save file where, at the time, you were not dual wielding. So essentially, if you hit a loading screen and you were NOT dual wielding at the end of it, Dual Flurry will turn itself off and remain turned off until you enter a new area or save the game while dual wielding and load it.

However, if you DO load an area or save file where you were duel wielding, equipping your offhand with a spell or shield, or even nothing at all, will still keep Dual Flurry turned on in your main-hand. This, however, does not last, as after about a minute or several uses of the offhand, Dual Flurry turns itself back off again, and the only way to turn it back on is through the methods stated above.

I have tested this very thoroughly and have even recorded a video of my findings that I will put up on youtube if necessary.

I do have all of the DLC, a few mods, as well as the unnoficial patches for Skyrim and its DLC. I have tried turning off all of my mods and even the unnofical patches and it didn't appear to do anything. This also appears to happen on the console version as well, as I tried it on a friends PS3 and the same thing appears to happen.

I have tried fixing the problem myself through the console, using the command player.modAV weaponspeedmult 1.35, as well as player.modAV leftweaponspeedmult 1.35 (for the offhand) which made it so I always had that 35% bonus attack speed and it never went away, even if I entered a new area or save where I wasn't dual wielding. However, this method isn't exactly the best fix for 1 reason: It also ends up increasing the attack speed of all other weapons, including 2 handed weapons and bows/crossbows. Also, if you load a game or enter a new area where at the time you were dual wielding, your attack speed will spike to heights out of control.

If I use the command player.forceav weaponspeedmult 1.35, it will stay at 1.35 no matter what, but it also means that enchantments and buffs like Elemental Fury won't work.

I have tried testing this in several areas of the game and it makes no difference. I have tried testing this with several different weapons and weapon types and it doesn't make a difference. I have tried uninstalling my mods and the unnofficial patches and it doesn't make a difference. I am pretty close to reinstalling the game completely, but considering this seems to happen on the console version as well, I think it just may be a waste of time.

Has anyone else had this problem (please don't say no if you have never even tried dual flurry. If you have Dual Flurry, you may want to go test this before you answer). If so, Does anyone know of a way to possibly fix this issue manually?

This bug is a little bit annoying to me because I do play on Legendary mode and having that dual flurry perk seriously helps when I need to take down tougher dragons. If it turns itself off then it gets pretty annoying.

I'm having trouble trying to understand what it is you are saying. Is it that when you look at your perks, the perk is no longer selected? Or is it that your speed is not the same at all times, whenever you use two one handed weapons, even though the perk IS still there? I have the dual flurry perk and yet it does not appear to always work at the SAME SPEED at all times. But the perk is always there. Clarify, please. The video might help.

The Dual Flurry Perk in the actual tree will still have the prks in it (2/2). But in-game, it just turns itself off at random times, meaning my attack speed isn't the same at all times.

Ah, I have always attributed the reduction in speed to other factors which affect my speed, such as frost damage, magic spells from enemies, etc. I am significantly slower when fighting a frost dragon, for example, or when mages are throwing shock balls or ice spikes at me.

A poll of opinions might be useful here--let's wait for others to chime in--but I think that it is not meant to be the same speed at all times. You are supposed to be faster, yes--but if you are slowed down by an external factor then all that means is you are faster than you would have been without the perk. Your speed is relative to the condition you are in and the damage you are taking--it does not over-ride negative factors.

All testing was done inside of Solitude with no negative effects, diseases, etc.

I would equip an Ebony Dagger and Ebony sword (in the right and left hand respectively). I would go as far as to change the order around and it would never make a difference. The only thing that appears to make a difference is whether or not I loaded a save file or new area where at the time I was dual wielding.

Here is a very simple test. Put a 1 handed weapon in your main hand AND off hand. Save the game. Now load that save file. Test the weapon speed and watch it very thoroughly. Count how many swings you can get in 10 seconds. Now equip a spell or shield in your left hand. Test the weapon speed again (you won't notice a change here). Now save the game with the spell or shield still equipped in your offhand. Now load that game. Test the weapon speed again (you will notice a significant drop in attack speed). Now equip a weapon in your offhand once more and test the weapon speed again. Your weapon speed will still remain slower than it was at the beginning of the test, and as slow as it was after you loaded the second save. On ever single test, Dual Flurry will still have both perk points in it and will still think it is active when it really isn't.

You can perform the same exact test a different way by entering/exiting a building or new area in general rather than creating a new save and loading it.

In general, hitting a loading screen determines whether or not dual flurry activates. The bonus attack speed even carries over to other weapons such as bows or 2 handed weapons for no apparent reason. But if you save your game with the bow or 2 handed weapon equipped, then load that save, the attack speed becomes reduced again, and reequipping your dual-weapons will not change it unless you save then load again, or enter a new area.

I'm not sure it works unless you are actually attacking an enemy, but it seems you have tested it both ways, since you say you slow down when fighting a dragon. I'll watch for it myself as I play. (I find I am faster with two equal weapons rather than two dissimilar weapons. I don't expect it to work at all with magic in one hand and a weapon in the other.)

Perhaps others have ideas they'd like to share.
I am not entirely sure how, but it looks like I fixed it. I have no idea if it will come back, but it seems to be working as intended now. If I dual wield, and only one-handed weapons, I immediately get the attack speed bonus. It is immediately lost if I put a spell in my off-hand.

It seems to have fixed itself after I got the Overdraw perk in Archery (or at least that is what it looks like).

More testing is in order to discover the cause of the problem and the apprent fix.
Ah, yes, I had the overdraw perk before I got dual flurry, because I always focus on archery first. Maybe that's it. How weird. I am pleased you managed to get it to work for now, as no one else seems to have taken an interest in this discussion. That's odd for this group of busybodies.
I have this issue too, It happens usually when I swap my two daggers to use my bow then swap back and I don't have the speed :/

Edit: But is there any other way to fix this? has anyone else tried anything else? because I have overdraw but it still is slow.

Do you mean just the power attack of Dual Daggers or just in general? As far as I am aware, using the Dual-Wield power attack for 2 daggers has never benefitted from extra attack speed. If you mean in general, then I am not sure.

I actually went back and tested it further and it is directly connected to Overdraw. When I use the console to remove the perk, the attack speed acts up. However, when I put it back, it works fine 100% of the time.

I have also tried using the console to directly change attack speed and setting it to 1.35 to simulate Dual-Flurry, but when Dual-Flurry randomly turns itself back on it skyrockets to 2.0 or higher if you have other buffs. I have also tried locking the attack speed at 1.35, which is an option, but it also means that if you use another stacking or simply greater attack speed boost such as the Elemental Fury shout, your attack speed will remain at 1.35 and completely unaffected by the shout. Conversely, if you are affected by an attack speed slow such as an ice spell, your attack speed will remain at 1.35. That 1.35 will be universal to all weapons, including bows, 2-handed and 1-handed weapons alike. It does not affect spells to my knowledge. If you are comfortable playing the game that way, then go for it. It just makes me feel uneasy to play that way, not being able to be slowed or sped up.
Just normal dagger attacks, no power attacks, I've noticed it only takes about a minute (Real time) to get the dual flurry perk back after changing to a bow and back, but it could be longer
I'm having an opposite problem of dual wielding. There is a chance of my first attack to speed my attacks up to 10 times faster. This starts to annoy me when I start instantly-10-swing killing bandit chiefs.. Not sure if its relevant to this thread just want to know if anyone has the same problem.

I was just experiencing this issue and came across this thread. For me, I would equip two weapons and "player.getav weaponspeedmult" would give me 1.35. When switching to a bow, it would still give me 1.35. When switching to a two-handed sword, still 1.35. It seemed to be random, but sometimes when I switched back to dual wielding, the multiplier would stay at 0 and never go back to 1.35 when I had two swords/daggers equiped.

Switching cells (loading screen) seemed to have fixed it, but only for a time until the tempremental perk decided to break again.

I appear to have fixed it by reading "Waking Dreams" from the Dragonborn DLC, resetting my One Handed and Bow perks, then redoing them in this order:
5x Armsman -> 2x Dual Flurry -> Dual Savagry -> 5x Overdraw -> Eagle Eye -> Power Shot -> Quick Shot -> 3x Critical Shot. Though I doubt the order matters, it appears to have fixed it for me, and the multipliers are properly being applied/reset on weapon swap.

At first I thought it was a mod causing the problem, becuase I am running a huge number of mods (around 60) including Immersive Armors, other armor mods, Dance of Death, UFO, Convient Horses, etc. On top of that, I notice it just when I cleaned a lot of them using tes5edit. So I thought it could have been anything, but after checking a few times when clearing a dungeon and doing QA level testing of all kinds of weapon swappings, I seem to be good.
