Game-breaking glitch
So I'm at level 5 and I can't even go out into the normal world map because the screen keeps flickering, and every time it does, my character sheathes his weapon or randomly swings it every half a second. Fights are impossible and I can not go on with the game like this. Also, animals and creatures seem to move strangely, bouncing off the surface. This is not a graphics card problem, I have no idea why this is happening.

So you say its not a graphics card prob...Have you checked the system requirements?...Don't get me wrong, I'm just starting at trouble shoot number 1...

GPU: GeForce GTX 570 (x2)
CPU: Intel(R) Core (TM) i7 CPU 950 @ 3.07GHz
Memory: 11.99GB RAM
Current Reslution: 1280x768, 60
Driver Version: 320.49
Operating System: Microsoft Windows 7 Home Premium

Shouldn't be a single problem with it. I've also tried shutting down the program, restarting, mapping to another town just to try and re-load the outer world map, messed with the items in my inv, changed quests. Nothing has worked.
Are the graphics fine for indoors? is that right?....

Yes, in the towns and indoors the graphics are fine, no problem there. My first theory was to change the reflection settings on the surfaces but that did nothing also.
The screen seems to flash a type of grey-green every 30 milliseconds or so, and this also makes the weapon glitch, almost making it impossible to fire/attack anything.

Have you tried reverifying the game to reset Skyrim.ini and SkyrimPrefs.ini? It sounds like a variable got changed somehow and is causing the issue. I know uGridsToLoad is known to cause issue on some machines (even high powered ones).

That's not the in-game resolution, that's my screen resolution. My PC is attached to a 32" flatscreen.

Verify integrity of game cache
1) Load Steam
2) From the Library section, right-click on the game and select Properties from the menu.
3) Select the Local files tab and click the Verify integrity of game cache... button.
4) Steam will verify the game's files - this process may take several minutes.
5) Once the process is completed, the Check Window will automatically exit.

Then try to play the game again. Let me know if it works or not.

I've done that process now, and still the same.
I've also realised that this problem only happens in full-screen mode (and also that it sometimes even happens indoors). I've tried changing the full-screen resolution to all 5 options, none of them worked. It's a shame to not be able to play this game in full-screen, but I guess I will have to manage with windowed :/

Glitches like that may happen due to:
Many executions are done by the game at the same time and need to catch up with one another. Just pause your game and return after 10 mins or so, it might be okay after that.
And or corrupt save files might produce this problem as well. One way to deal with it, is to erase your old save files (if you don't have many prob a couple minutes job), wait for the game to process que (5-10 mins) and create a new save.
Or you're experiencing the "Shift+Tab" steam overly bug that will go as well after some minutes.

I've never used shift + tab, so that's not it. It seemed to happen in one section of the map, then when I continued walking, it went away and came back in another area around 10 minutes later.
On the mod that cannonfodder sent, it says people have similar sounding troubles and used this mod to fix it. I've tried it now, and after learning how to set the resolution manually, I find this mod the best chance I have at playing the game properly. Thanks very much for that :)

Have you d/l'd and run this yet: https://code.google.com/p/better-oblivion-sorting-software/

If not, I highly suggest it as it will tell you if you're using mods with dirty edits and the proper load order for them. It should be noted that the Bethesda update.esm and dlcs are dirty and should be cleaned with TES5Edit.
