I require some insite into this

So i have recently began to fight in the skyrim war with my level 80 nord i have already completed the game and ive encountered a glitch, when i get to the point when you get promoted to the rank just above auxilary and go to retake the pale, a dragon attacks the camp and causes me not to be able to get the quest from legate, i went imperial by the way,and i would like to know why i cant get the quest after the dragon is killed and how i can fix it

the simple thing to do is to wait a few days in game and the system will reset the random encounter near the pale. basically, wait about a weak, go to the pale and the dragon will most likely not show up.

ive encountered problems like this before and what i did was go off and explore for a while, then go back and MOST of the time, the event reseted itself and the dragon never appeared.
