The specific problem sounds like throttling [ie: your laptop is overheating and thus cutting back on the performance to lower the temperatures].
Check your fans/vents and clean them of accumulated dust. It sound be noted, if this is a laptop; then you do not have a gaming laptop. I say this as your cooling system is not designed to play games, thus that is why the throttling is occuring.
Just put everything on low settings and hope for the best.
Normally i would recommend slight overclocking of hardware to HOWEVER that only works for laptops that can already handle a game normally... if its already throttling you will blow up your laptop so do NOT do that!
I myself also use a laptop and mine also has an intel hd4000 in it ...however those cards are always ♥♥♥♥ and made to save power and play youtube videos at max and thats why gaming laptops nowadays have 2 gpu's :P (i used to have an intel hd card which actually couldnt handle youtube without lag XD) .. so next time make sure the laptop has a seperate GPU (preferably a nvidia one).
@scotty1cosmos ... meh, you have to much prejudice... HIS laptop isnt made for this kind of things. Wanna see my 3.0-3.7 ghz i7 quadcore with 16gb ram and overclocked GTX680m run this game on all ultrasettings, all AA and FXAA on max together with graphicenhancing mods and still get 60+ fps easy? XD
You just have to do a little research to find a laptop that will perform well with Skyrim. I bought an MSi GT780DXR (16GB RAM, 1.5TB HDD, NVIDIA GTX 570M, i7-2630QM). With 16GB of RAM I locked the system and driver files in memory and turned off paging. The HDD is actually two 750GB HDDs running in Raid-0 for improved performance.
With all graphics settings on Ultra, I get frame rates from 30-60 FPS.
hehe, depends on how the laptop is made. My laptop actually runs cooler then most desktops ;) but yeah, have to agree that 99% of the laptops have terrible heatingguidance and with lower-medium end ones you will burn down the GPU

maybe, but its not like there arent laptops that are suited for games. The best desktop will always beat the best laptop, no doubt. But combining the mobility of a laptop with the strenght of a high-end desktop still is quite possible
