C;\Program Files\Steam\SteamApps\<account>\condition zero File problem
This is the folder Steam tell you to change when you want to restore your game to original settings.
Unfortunately when I get to the SteamApps file it does not have the <account> option. Only have the following folders

common - showing AMD driver, updater vista and 7, 64 bit
downloading - empty
sourcemods - empty
temp - empty

none of which lead to <accounts>\condition zero

Am I doing something wrong or is this not applicable to Skyrim?

Condition Zero relates to Counter Strike: Condition Zero and has nothing whatsoever to do with Skyrim. My guess is that is simply used as an example. If you are using Windows 7 64 bit, try D:\Program Files (x86)\Steam\steamapps\common\skyrim (replace D: with your drive letter). Otherwise, I think it should be something like: D:\Program Files\Steam\steamapps\common\skyrim (replace D: with your drive letter).
