What's the purpose of being a thief or at least being able to pilfer something valuable now and then if every time you get these hired thugs sent after you? They are very tough and can prove to be more than you can handle especially if you're low-level or traveling alone. And it happens even if you weren't discovered!

The worst thing, the really "rub it in your face" thing, is that after you read the note where your great friend has paid people to kill you, you go back in a fury. Teach me a lesson, eh? I'm going to teach that hypocrite Orgnar a lesson! To murder me just for an old termite-ridden book I borrowed!

So I move up to him, sword in hand and talk to see what last words he has. I would expect something like: "So you got away somehow, eh, thief?" or, "I'm sorry please don't kill me!" but it's just "How can I help you, friend?" And if I kill him, the game considers it a cold-blooded murder and eveyone in the inn (and probably the village) will turn against me. Bah.

I killed him anyway just for the pleasure, and then returned to the last previous save.

I found Alvor's dead body in the street of Riverwood so I helped myself to some ingots I figured he didn't need them any more. From Sovengarde he sends thugs after me.

Whats his is still his, even in Sovengarde apparently lol, thats persistance right there
Sometimes even items belonging to vampires or bandits show as "stealable". Even after the nasty attacked you and you killed him, taking his loot is "stealing". Anise the witch has a hut near Riverwood. Everything there is "stealable", even if she's an evil witch and it should be free for the taking after you do the right thing and kill her (after she attacks you, incidentally). And later some thugs visit you sent by the other witch mentioned in the letter in her basement.

At least there should be the option of confronting the person who ordered your death with the note. That should elicit aggression, so you can fight them, or perhaps an apology. And some money for letting them live.

The thugs are sent to teach you a lesson and they do. I hardly ever steal anything anymore, unless it is a quest objective (and I still wonder if you may get thug visits from those). If they didn't want you to steal in the game, why give you the option? They could just have made owned items non-interactive.

That's hilarious. I have yet to encounter anything like this.
Is this something new in the game? I never remembered this a long time ago (before DLCs) when I played my Thief. Are these Thugs not killable or really really hard?
Well they are killable, and maybe not so tough for a higher level character, but for a level 3 or 4 mage or thief character they can be unsurmountable. The trick is to attack them ranged, usually after you reload the game and can plan ahead, after being killed when they first pounced you. But it's the principle that is annoying.
I rarely encounter thug and I steal all the time (thieves guild side quest)..But Dawnguard is a pain well only if im out in the sun and there a fire breathing dragon heck might as well add the tong (dragonborn dlc) well pretty much everyone but the guard outside of skyrim want me dead...

Oh God just starting the game on Master mode those thugs were frightening as hell. I would run all over Skyrim trying to avoid them but go about my game never remaining in one location for too long less they catch up too me. Eventually I was able to get some major tanking gear and a companion and took them out.
They were too much for me at level 5 on Master Difficulty. Three of them, and the console revealed them to be level 6, but if I put on God Mode, each one took nearly as many hits to kill as the level 20 guard who just stood there and watched.

For the most part, Skyrim avoids player traps, but I think these thugs were essentially unbeatable. I never got warning when I was stealing ingredients from Arcadia's shop.

Going in to the fight (at level 5), I was in all heavy armor, all of it Superior quality Steel. I had a 2 handed sword with an enchantment for fire damage, was using a potion of fortify health, fortify heavy armor, and poisoned my Superior Steel Greatsword with 4 seconds of paralysis. I had a hired mercenary with me, a stray dog, and a conjured familiar. How much more can a level 5 bring to the table? I even had the Lord Stone and the 25 hp Blessing of Arkay. I had at least 1 perk point in Heavy Armor and at least one in 2-H. When I'd get hit, I'd immediately use a potion to restore my health to full before taking another hit, but them BOOM, I get one-shotted.

Seriously, how much more can a level 5 bring to the table? I can't even kill one of the three usually. I guess in the future, I'll have to try bravely running away and see if that satisfies the encounter and they stop bothering me.
Hired thugs only come after you for theft once. After that happens, they never come for you FOR THEFT again.

They will come more than once for MURDER though.
One of the most amusing is thugs that are sent by a Briarheart. I'm curious how he wrote that note when I stole his heart.

Like everything else in this game, they are beatable at any level by simply jumping on/off a rock and filling them with arrows.
Well every save I get them after me after I looted Volkihar after killing all vampires.

I've had that happen to me as well when I've taken the note in Anise's basement, but the thugs were actually sent by Moira, the Hagraven involved in Sanguine's quest, even when she hasn't spawned in the game yet.

And the thugs still come after you even if you steal something as part of a quest objective. I had stolen the key to the Whispering Room in Dragonsreach from Farengar once so I could get the Ebony Blade. He sent thugs my way and I found he was behind it when I read the contract.
