While I don't put much emphasis on magic I favor a high elf as they are masters of magic and if you want good clothes I'd suggest anything that fortify's your destruction skill good all round speels are fire and shock spells as most enemies have frost resistance although as you level up fire runes and ice spikes are a good few to have

The best overall race would be a dark Elf as they don't have the weakness to magic that the High Elf does, but if your not a fan of the Elf races a nord has a good resistance to frost which is a common used spell that you will encounter

Does High Elf have the magic weakness in Skyrim? I though that was just an earlier TES factor. I usually go High Elf for Mage as the magic regen power is sweet, but dark elf is good too - being fire resistant is handy in Skyrim and they start with 25 Destruction skill. Altmer, Imperial and Redguard all start with 20 Destruction skill. http://elderscrolls.wikia.com/wiki/Races_%28Skyrim%29
As for spells: fire spells for any enemy that isn't a Dunmer or Fire dragon/atronach/etc. Frost is handy against heavy hitter warriors unless they are Nord as it drains stamina, but Nords are 50% resistant. Shock spells are good against Mages as they drain magicka as well as damage health. If you have Dawnguard, the vampires will sometimes have light armor with decent mage perks. I like light armor and then building up enchanting and smithing until I can have Dragonscale armor with magicka based enchantments. Alteration spells can be a good alternate path dresswise for casting damage protection spells, but I would look into mods that allow these to be toggle on/off spells as it bites to have to continually recast them imo. If you choose unarmored mage style then get in with the college of Winterhold for better access to good mage gear.

If you really want a challenge, make your destruction mage an Orc.

No weakness to magic for High Elves in Skyrim, they're the best mages hands down at low level with their 50 extra Magicka and highborn power. On the long term, maybe Breton is a better choice, with their innate resistance.

As far as perks go, dual casting and the one which makes dual casting stagger your opponents are must-have. You can pummel the enemies with fireballs or incinerate them without letting them any chance to ripost. If you specialize in Destruction, the best gear is Destruction reducing gear, 4x25% (armor, helmet, necklace and ring) so you can cast your spells for free and never stop. If you're planning to use a bit of every school, go Magicka bonus or Magicka regeneration bonus, the best being probably a mix of these two.

Highborn turns any mage into a machinegun.

If you use the Character Creation Overhaul with an Altmer character you can start out with around a 40 Destruction skill level, I think. Not sure on the exact number though.

I pretty much always go Breton because I play on Master difficulty. Magic resist is awesome. Then I just duel wield frostbolt with the impact perk. This plus some robes that make my destruction cost nothing=I win. Think I died once on my mage after level 15 because I whirlwind sprinted off a cliff

You should chose to be a high elf with some magic enchanted armor so it cost nothing. The best mix to me is the ice spike and fireball. When u get to high level try to get the master destruction spell lightning storm or if into conjuring the permanent fire elemental. Also for if u think you want to use all spells if you have dawngaurd make sure when u kill the master vampire lord to take his armor and your magicka regenerates 125% faster which is what i wear
