Kindred Judgment (possible Dawnguard Spoilers)

After picking up Auriels bow I completed "Touching the sky".
Now Serana is supposed to open up a dialogue option to start Kindred Judgment but I am not getting this option.
Does anyone have an idea how to fix this? I've tried setting the stage of Touching the sky to different stages without succes. I've tried forcefully starting Kindred Judgment without succes (it simply won't start).
I can talk to her and get the blood arrows and I can shoot at the sun to make it dark outside.

But still I want to finish the questline because it feels like I'm missing out on something.
I don't have a viable savegame to backtrack to and so far the only 'solution' I've found is making an entirely new character, but I guess we all know after 100+ hours nobody is really keen on doing that.

Have you spoken to Gelebor after getting the bow? If I am not mistaken, you are supposed to talk to him first.

Yes I have spoken to him. All he offers is some lore on the bow and on the falmer and an option to exchange elven arrows for sunhallowed arrows.
I think I will try to create a small plugin that forcefully toggles the stage 0 or stage 10 part of Kindred Judgment.

Well, even when I set the dialogue where she says "It's not as shiny etc." to have no conditions (meaning she should always have it available) it still won't trigger.
Also tried an item that when picked up would forcefully set DLC1VQ08 to stage 0 and also stage 10, nothing works.
Something seems to be shortcircuited somewhere in my game files.

I've now also tried adding an item that when picked up will start DLC1VQ08 and still, nothing.
Added a dialogue option that would start DLC1VQ08 and the conversation will simply end after selecting that option.

Reinstalled the game, doesn't fix it. So it seems to be within the savegame. I did not do any of the main quest lines on this character. But I don't think that should be an issue, considering thats what these games are all about, making your own choices.
I guess I'll have to abandon this character and continue on with the Dawnguard side of this DLC and perhaps try the vampire side with a new character later on.
