If Workshop is back up, you'll find it there, too.
This only fixes your bug if your using the Unofficial Skyrim Patch, which broke dragon soul absorbing in Dragonborn.
Do I need to try and disable the Dragonborn DLC entirely, then kill him, then reactivate it?
(Really a good idea to save often with seperate saves for these types of games.)
That will advance the stage, give you the shout and first soul without breaking anything.
Download the unofficial dragonborn patch.
then you also need to get the "Unofficial Dragonborn Patch", as I understand it, the "Unofficial SKyrim patch" has a conflict that is fixed by the "Unofficial Dragonborn patch".

If you have Dragonborn and NO Unofficial patches, then it should work as designed.
