Please help SKYRIM on windows xp

Has anyone else had problems casting magic spells and scrolls since the 1.9 fix
I prefer to play single player off line but when the 1.9 download fix came out Steam would not let me access SKYRIM again until I went back online and did the download ( I was at level 64)- I had been playing SKYRIM, fine except for a very minor problem of not being able to finish a quest where I had to give a guy a helm and could not use a plant that was a quest item - Magic and the rest seemed just fine before the "fix" and it did not bother me too much that completed quests were still listed. Now I can not use any magic at all - spells or scrolls I used spells frequently before this happened and now they do not work!

I have a fix for the problems your having. Get with the 21st century and ditch windows xp. Maybe try a OS that was made in this actual century.

Funny, I run XP and have absolutely no problem. I can play Skyrim for hours on end with no issues. Current character is level 75.

Suggest you verify your files if it worked ok before the update patch. I had no issue before or after running the vanilla game. Good luck !
