1. verfiy your game content of skyrim -> missing or damaged files will be downloaden by steam automaticaly.
if probelm still occurs, you have either hard-disk fault or any other damaged system component (i.e. memory). Also a virus etc. may be on your system.
2. check your HD by entering "chkdsk X: /F /R /B" in a console (without the " and replace X by your drive letter (driver where skyrim is installed)) you may need to restart. The check can take
hours (depends on system speed and disk size) the command checks every sector on your disk, if there's a damaged one, it will be added to a black list and not used again. You should not interrupt the check. Sometimes you need to do checkings twice. afterwards, let steam check the skrim files again.
3. Install an anti-virus software (i.e. norton 360) and check your system.
4. Check your memory and temperatures.
How to run a disk check:
checkdisk with extended must be run from console:
Start->Run-> enter CMD and rpress return
Now, you have a console, here you have to enter the command above.
Double click on chkdsk.exe makes no sense, because chkdsk is a console command and you need to enter arguments and parameters.
PS: the full command above can also be entered in the Start->Run textbox, but console window will close automatcaly after chkdsk has done, where the first solution (by using cmd first) will let the window open (so you can read results and/or errors).
And if I'm reading this[en.wikipedia.org] correctly the /f and /r switches in your example are superfluous...
no, because this flags will force a complete surface scan.
/B will not work without /R flag
/F will do a full FS scan+repair, without chkdsk may check but not repair.
