Weird Skyrim lighting/torch bug

Has anyone else ever gotten this and know how to fix it?

From what I can tell the torch works as intended in the lighted areas however the moment I entered a shadow area it appears to just stop giving off light, as well the shadow seems to affect my person as well.

At first thinking it was a mod conflict, I disabled all my mods and that's when I took these screenshots.

So any help?

Is there a way to fix this without downloading something?

I'm assuming has to be fixed seeing as it happens in pure vanilla and it shouldn't.

The problem is even noticeable during the daytime.
