Does it happen when looking in certain directions? I have a very high end PC and i still get some screen tearing no matter how much i lower the graphics. But if its really that major, then i would suggest getting Razer Game Booster. It doesn't increase by much, but every little bit helps, right?
Anyways, did you stop playing for a while before or after the update at the beginning of the year? Some people have posted problems with lag and they believe the update is the cause.
no it has nothing to do with certain directions. it happens more often in the open world, in towns not so much. It has also nothing to do with 1st person view or 3rd person view, doenst matter.
I found out that it gets better when im lowering the option distant object detail.
But as i said, this problem is new to me.
At first Skyrim was running really bad because they had a cpu limiter thing going on.
Later they patched it and it ran great on highest settings (just some small spots where my pc could not manage 60 fps). I did not play than for a longer time but saw that steam installed patches in that time. And now i got these weird stutters. It has nothing to do with the framerate itself, the framerate is stable at 60 fps. But every few meters the game stutter and skips some frames. So its like the game has 0 fps for 1 second and then everything is normal again.
Enable "Prefer Maximum Performance" under Power Management Mode in your Nvidia CP.
Enable High Performance under Power Options in your Windows Control Panel.
Disable HPET(High Precision Event Timer) in your system BIOS.
Additionally you can look for BIOS settings that turn off CPU cores when idle (Core Parking), if your system is multicore. These can be like (C1/C2 halt) for example, which would halt certain cores if they aren't being used. Please research what you are about to change if you don't know what a setting does.
I hope this is of some help. Further reading if you are interested: http://benchmark3d.com/microstutter-case-study-skyrim-diving-deeper
