launch crashs
when i try to start up skyrim just crashs after the bethesda intro

Well if you messed with your skyrimprefs.ini file under mydocumets/games/skyrim you can always delete it and the next time you launch skyrim it will recreate itself (it will need to re-dect your video card though). Of course, if you have a mod that requires you to change some settings in your skyrimprefs.ini (settings which you cant change via the in-game options menu), then deleting the file wont fix that.
If you don't really understand what I said above, I'm basically talking about stuff like ENB.

Your best bet is to find out which mod is screwing with you by uninstalling them one-by-one. Or you can try to uninstall and reinstall skyrim. If you use NNM then I suggest the first, if not, then the latter.

There isn't really an exact answer I can give you since every computer is different and every skyrim game has different mods, etcs. You're going to have to play with it until it works.

I uninstalled skyrim redownloaded it then I did what you said to as uninstall each one of my mods and it still crashed

If an unmod vanilla skyrim crashes, then try actually fully deleting everything in your skyrim folder. Sometimes some mods dont uninstall fully and can cause the crash. For example, you may delete a mod that rewrites a texture, but the texture files remain, so when you launch up skyrim, there is an inconsistency and it causes a crash. It could also be that you have a mod which requires another mod, such as ENB that requires SKSE, or an animation mod that requires FNIS, or a mod that requires SKYUI.

If you have any mods that are subscribed via the workshop, then I also suggest manually unsubscribing each one, as they will download each time you launch skyrim. Completely uninstall everything, and delete everything that remains. This includes whats in your MyDocuments folder.

If you don't already know (sorry if you do), next time you use mods, use the skyrim nexus site (which you can find on any basic search website) and download NMM (nexus mods manager). The site is free to use (though you need an account) and downloading any mods using NMM allows for easy removal of said mods. NMM will actually fully delete mods if you uninstall them, and not just deactivate (though you can deactive mods with NMM without uninstalling them). Most mods on the workshop can be found on Nexus, but many mods on Nexus cannot be found on the Workshop.

Anyways, if you have completely uninstalled skyrim and the basic vanilla skyrim still doesnt want to install, you may want to send a message to Steam and Besthesda.

You need to let people know if you have any DLC's or mods included as your question is pretty vague. There are all kinds of reasons why your game could crash and this information is needed to eliminate some of them.

If you have mods installed one of them is causing it. Try unchecking/uninstalling each one individually until you find the one that is causing the conflict.

i undonloaded all my mods and re-installing skyrim
my drivers are up to date
and i have hi-rez dlc and none other
