DO NOT get Windows 8....go for 7 or Vista....more compatible...(I use XP and have a Dual Core processor, Quad Core Processor is more powerful, but mine is fine if I just upgrade the other components).

If you make sure your components can run the high end demands for the game, then you will be pretty comfy with any game.
PLUS
If you have saved up 800...I strongly advise you to try to push it to as far above 1000 as you can...just an extra 25% of your total at LEAST...to give you a little more wriggle room.
800 is gonna be tight.....
I'd recommend an Intel i-5 CPU, a Geforce 560ti or something and 8gb RAM, since that doesn't cost much anyway. The other components don't really matter for running the game smoothly. RAM only matters when there's not enough of it and having 8gb is good enough.
