After checking the cache is a single file that is loaded again, and the graphics settings are set by default.

Now I re-install the game. If the problem persists, try other solutions.

Noticed this lately, after checking game integrity, it would fail. After checking, attempting several fixes, nothing worked. Clicked on start game in Steam main page, poof everything worked. Tried again next day, checked game, everything worked tried game integrity, failed. 1 file, and game failed to load. Tried from Steam again loaded right away, nothing else. Might want to try that, can't hurt.

Many addons tends to do that, if they are installed wrongly, put into wrong load order or simply just full systems that doesn't work with other addons and mods.

Hearthfire is known to cause CTD if not in the correct load order of the DLC's. It should be Dawnguard >Hearthfire>Dragonborn.

I did not buy Dawnguard. Only Heartfires and Dragonborn. Downloaded the first Heartfires. Do I fit your solution? If I delete the files modified through the "Steam" and upload them again, they are loaded both. Can I split the download process?

When the scenic window comes up instead of pressing play go into Data Files. Your loading order should be:
Skyrim.esm
Update
Hearthfire ( as you do not have Dawnguard)
Dragonborn
Texture mods
Other mods.

Some mods can cause problems if they require a file you do not have. You need to check any mods you have and read the authores notes as some mods may not be compatible with your DLC's.

If/when your load order is Ok then I would suggest you verify your game cache again. Good luck

Thank you! I think I managed to find the cause. In the catalog Skyrim \ Date \ Strings have files Update_Russian.STRINGS, Skyrim_Russian.STRINGS, Dragonborn_Russian.STRINGS. And 2 groups of files with the same names but different extensions. But among them there are no files for DLC Heartsfire. After checking the cache, they are not loaded.
