use a candlelight spell, its low level so anybody should be able to use it.

Is it appearing like a muddy greenish brown color when you go under water? If so, go to your skyrimprefs.ini file and under the display section there should be idepthoffield=1. Change the one to 0 so it will read idepthoffield=0 and then save. That will fix the problem.
