I haven't been able to verify this yet, but mods from the Skyrim Nexus would probably still work even if you went in Offline Mode since they're installed on your computer, not Steam Cloud.
While it would be nice for that to be possible, I'm pretty sure that's quite the opposite, unfortunately. The only way to play a modded Skyrim in Offline Mode is to have your load order filled only with mods from the nexus.

Unfortunately, Fallout 3 and Fallout: New Vegas were released before the Steam Workshop, so their respective developers had no intention of ever including it, and they still don't. Bethesda/Obsidian are completely finished with Fallout 3/New Vegas, so they'll never support a Workshop for those games... now, Fallout 4, on the other hand...[/quote]

Check out K-ENB Assassin, though this particular one is computer demanding.
It does indeed use DX9 effects.
