Can't Shout or Collect Dragon Souls

I recently downloaded Skyrim and all the DLCs, but I've run into a BIG problem. The game won't let me shout or collect dragon souls. When I kill a dragon I don't even get the animation to collect the dragon soul and the dragon does not turn into a skeleton. If I press Z to shout, guards and other npcs will pick up on it and will do the normal dialogue, like the guards telling me that I need to stop. I've downloaded all unofficial patches in an attempt to fix it as well, but the problem occurred even before I got the DLCs. Please Help!

I know sometimes if you kill a dragon in an area and kill another dragon in the same area, it won't let you absorb its soul. But I've never ran into the prouble with shouting. So if you try to shout, do people stumble? Does the normal sound play for shouting?

No. Nothing happens outside of npcs recognizing that I shouted, but there is no sound or animation.

Did you complete the first quest in Whiterun with the dragon where you must shout to complete the quest ?

are you using more glorius dragon souls absorb? because if you have the unoffical patchs and use those with that it will conflict and you will get that bug

Nope, not using more glorious dragon souls absorb. And yes, but that was only because npcs recognize that I use it but it has no actual effect outside of that.

have you revalidated your cache? used BOSS to tell you if you have any conflicts

No i haven't used BOSS, and the file for BOSS isnt on skyrim nexus. I dont know why, I just tried looking for it. and yes, I have revalidated my cache.

Before you get into that, you can just make sure your DLC and patches are in the following order:

Update.esm
Dawnguard.esm
HearthFires.esm
Dragonborn.esm
HighResTexturePack01.esp*
HighResTexturePack02.esp*
HighResTexturePack03.esp*
Unofficial Skyrim Patch.esp
Unofficial Dawnguard Patch.esp
Unofficial Hearthfire Patch.esp
Unofficial Dragonborn Patch.esp
Unofficial High Resolution Patch.esp*

*you may not have these, if not don't worry about them.

Are the unofficial patches necessary? I haven't had any problems without them, as far as I know.
