Make sure Steam Community is enabled. You can do that by going to Steam > Settings > In-Game. Just below Enable Steam Community In-Game is a place where you can set your hot-key for screenshots.
After you've taken your screens, go to View (top of the Steam window) and select Screenshots. From there you can look at the ones you've taken, decide which you want to upload and view your Online Library.
So let's just make it simple and leave it at that...
People like boobs (animated and/or real) and when they see boobs they choose to "like" or comment on the screenshot. Comments and "likes" attract the attention of other users and all that attention leads to a screenshot appearing in the "Most Popular" sections for Daily, Weekly, and All Time.
If you do not like boobs or just want to see more non-boob related material then upload your own shots, like/comment on other peoples', and/or sift through the "Most Recent" section.

It's not really a solution bud, there are boobs in the most recent, they're all over it.. people who want to see the actual game, Skyrim, have to sift through the boobs no matter what they do...
Mhh, to try to be as polite as poss:
I like boobs, not many people dont lol..but perhaps it would be better if there was a section for the modded stuff, so that there is a choice. At the moment, there isn't a choice. It's boobs or over saturated ENB.. (ghah..). Some of it is really nice..but I think it would settle this division there is growing in opinion if there was more categorisation..You have racing F1 class, F3 class, Rally, Drag..you have Sci-fi, Romance, Crime Fantasy etc in books..When I go into a book store, I don't want to have to sift through everything to see what I like...
So the solution is easy...make a mod category and a vanilla one, hell, even make a rated one so that people can really get down to it!..Bear in mind, there are still some pretty awesome Vanilla screenshots, and also it's meant to be of the game really, not to be taken out of context and made into a glamour shots gallery like it has become...IF THERE was a category for it, like the OP has quaintly put it, ''Girls of Skyrim'' (has a ring to it!)
To clarify, I don't have a problem with people taking whatever pictures they want, but when it gets thrown all into the same pot, people have preferences and don't want to have to sift through stuff untill they just end up bored, it's meant to be fun, not a chore. May I clarify, my problem isn't with the uploaders, it's with the unimaginative categorisation structure.
Because at the moment, it doesn't matter what category it is, theyre all the same. Because they were originally thought to be all about that game and nothing else.
HOWEVER, as tools are available to allow people to be a lot more creative and imaginative it has produced quite a variiety of artwork, which has created some attractive results, but a lot of that has now grown and become removed out of context from the original one stamp for all dump-bin...and has become a gallery, as with any painting / museum Gallery, has categories, for OBVIOUS reasons.. and so too should the screenshots wall...
Yeah, the odd one or two ass or boob shot here or there isn't noticeable but an influx is pretty annoying after a while..so if it could happily thrive in it's own category..then those who just wanna take pics of women all day can still happily enjoy their uploaded shots and people who like the actual gameplay shots etc can see that...Loading lag is mind draining when you have to keep scrolling and loading to get past stuff that is hardly even related to the game.(*category issues NOT uploader issues)....just think, the bookstore analogy...
On a further note, the reason I believe for the rating system, is just a way of managing the amount of data filling up the servers...those that just are beyong the point of where people are prepared to scroll down aren't really worth having on there, as they just aren't going to be viewed..So the gallery has a number of flaws in my opinion..Ok, I think the rating system is good for allowing the least popular to slide off the servers, but if there was more choice, then more viewers screenshots would be viewed and people would be more happy, more of the screenshots would get viewed.
I'm not very impressed with the sence of ''healthy competition'' the designers seem to want to encourage here..it can make people look at this in the wrong way and I believe that's where some of the arguments also lie..as jealousy and in-fighting can erupt over just a silly picture.
TL: DR
If there were just more categorisation, then:
- There would be more people having the opportunity to enjoy being 'popular'..
- Less jealousy and in-fighting amongst users,
- More choice for people with different tastes (as there isn't any at the moment)
- Less annoyed users being able to see more appropriate content,
- More Happy users who still get to upload what they want,
- More screenshots being viewed, making the whole purpose of the ''most popular'' theme more available to users of varying abilities and tastes..
One may be able to go on, but I'll leave it there, clearly, there are ways to make this whole thing better for all involved, the developers just need to look into this, and I doubt they haven't gotten wind of it already with the amount of moderators aware of the issue...
So please, Valve, Less pointless 'Hats' and more attention to what Steam users actually want. (I did say please)..
I totally agree with you, it would be nice if the screenshots section for games was a little more fleshed out, that would be pretty awesome.
However, since that is not how it is right now I just find it to be quite annoying when people keep approaching the subject in manner that only sparks flame wars - by labelling mod creators/users and/or those that post the screens as perverts and sexual deviants, by insisting that such content is invalid, and just in general trying to force their own beliefs and opinions on the greater community (and just to clarify I'm speaking in general here, not accusing you of doing so).
BUT
I do have to disagree with your statement that it's not "easy" to ignore such stuff. Looking at the most popular section for the week I'm seeing about half of the screenshots NOT focusing on scantily clad females - maybe even more than half. That number of babe shots also severely decreases when you click over to the most recent section. I mean, really, how hard is it to just scroll down? Like seriously? If that's too much of a pain for someone then I hate imagine what else they physically/mentally/emotionally cannot bring themselves to do.
Personally I don't enjoy screenshots of characters who've been turned into anime...things...or screenshots that have absolutely no composure or visual appeal but I don't find myself getting all worked up and taking to forums to bash those people who take those shots and/or those that enjoy them.
I guess in the end the message is really one that many other users have stated to those that start ringing this bell - get over it.
Have you tried skyrim.nexusmods.com ??
They have a much better advanced search engine and the mods there are organized into a robust list of catagories. Not to mention you have the Nexus Mod Manager which isn't too shabby, and your mods don't break skyrim everytime a new version comes out. (Steam Workshop automatically updates your mods. Sorry Steam, I love ya, but that's a BAD idea)
''get over it'' about problems. But it isn't a solution really. You can't tell customers who are unhappy about a faulty product to just 'get over it' can you..What kind of attitude is that?
You have to come up with a solution..and I pretty much did...
Basically, why not then, call the Steam community, Skyrim, Screenshots, wall the
Nexus mods ENB / Glamour shots wall?...See how relevant that is too...
