My thinking was that it can't be the Blades, as the courier says it is a 'he' that is sending the letters, so that rules out Delphine. Esburn didn't know there was a current Dragonborn when you meet him, so that rules him out. Not sure who else it would be.

As it usually relates to Shouts and where to find a wall it is from the Greybeards. It is usually a reference to a shout made and where to find something of interest.

one you spelt sheogorath wrong but it's fine it's a hard word to spell and sheogorath is a dadric prince of maddness so in his letter he would write i'm just talking to a tomato it is a amazing conversacion

Personally, I don't think it would make sense for it to be the Jarl or his steward. You continue to get the letters if you join the Stormcloaks and de-throne him.

Was checking another forum about this. Talos is the best guess. Regardless of who is alive/dead, which side of the war you choose, even when no-one actually sees you use your Thu'um (such as underground or at the Throat of the World), you always get the letters. Hehe.
