Can't Shout or Collect Dragon Souls
I recently downloaded Skyrim and all the DLCs, but I've run into a BIG problem. The game won't let me shout or collect dragon souls. When I kill a dragon I don't even get the animation to collect the dragon soul and the dragon does not turn into a skeleton. If I press Z to shout, guards and other npcs will pick up on it and will do the normal dialogue, like the guards telling me that I need to stop. I've downloaded the Unofficial Dragonborn patch in an attempt to fix it as well, but the problem occurred even before I got the expansions. Please Help!

When the Skyrim launcher opens, click Data Files. A little menu will pop-up showing your load-order, make sure the files are in this order:

Skyrim.esm
Dawngaurd.esm
Hearthfire.esm
Dragonborn.esm
Update
Unofficial Skyrim patch
Unofficial Dawnguard patch
Unofficial Hearthfire patch
Unofficial Dragonborn patch

Use the up/down buttons to move them if they are out-of-order.

The problem is caused by pre-Dragonborn game update having a conflict with a glitch that the Unofficial Hearthfire patch attempted to fix. If your load-order is not correct, the glitch comes back... on steroids. Correcting your load-order will fix it for any future dragons you kill.

You had an unmodded game?
If so, it should work, the conflict only arised on modded games.

What is "Update" ?
I see Update.esm for nexus mod manager but it goes after Skyrim.esm and before everything else... And doing what you said didnt fix anything.

The Update file is not part of nmm, it's one of the base plug-ins. Since you do have nmm active, you need to make sure that it is not displaying a different load-order than what is displayed in the games own launcher.

If the games launcher is showing something mixed up, use the buttons to fix it manually if the nmm is not moving things correctly.

This "Update" file does not show up under data files and neither does Skyrim.esm

I just had that glitch a little while, too. I reloaded, but still couldn't get a soul from the dead dragon.

So I left it. Then the next dragon I killed died right on top of the mage school somewhere, dunno where it went, lol.

Third time worked fine.
