Depends on your system.

Skyrim is basically nothing except shallow sidequests set in a big environment filled mostly with generic NPCs that have very little to say and maybe 3 dialogue options if you are lucky. The main quest and the guild quests are short and not particularly interesting. You keep playing expecting each of the questlines to go somewhere, for there to be some big payoff at the end but there just isn't.

NPCs don't respond to your choices. The court wizard at Whiterun suggests you should join the Mage's College even if you are the Arch-mage. One of your fellow assassins shows up and attacks a guard to provide cover for your escape even though no one suspected you of anything and you were just blending in with the crowd.

Wait for a sale if you want it. It's not worth $40.

It would be impossible for me to programme a better role playing game for multiple gaming systems even if I had intricate knowledge of Bethseda's creative systems. Like all RPGs the interactions with NPCs are not going to respond to the many player choices available and in this big free to roam environment there are lots to choose from. It does present sometimes amusing/bemusing reactions to situations but these are not effecting the great enjoyment I am having playing Skyrim. Since the game has been upgraded I have not encountered any problems either on the PC or Playstation but as Jogon has stated - it depends on your system.

For my gaming preferences Skyrim is a great RPG and the mods available make it even better. Check out the picture gallery for Skyrim to see how versatile some aspects of the game have become through the use of mods. If you are on a tight budget, wait for that sale.

It runs well on medium settings on my lowly 512MB Radeon HD 5670 (just got the game yesterday), so it should run decently on any machine that's under 5 years old (as should most games ported from the XBox 360/PS3).

Yes = Mods. try the mod "Simple Windowless Borders" Mod if your FPS is low. It might help.

Not sure. Post your system specs, like video card, memory, etc., and people should be able to give you a good idea. Don't listen to sour people. This game is amazing. Although you CAN wait for a sale (but why don't you have it already? Lol)
