Quest Trouble

I've been following someone's guide on GameFAQs (I get way too distracted by everything to not have some form of structure) and got to Windhelm. It said to go to the dock and get a couple quests from the NPC argonians. So, I talked to the male one and got the quest just fine. But when I try to talk to the female one (I think her name is shavee) the only option is to mention how happy she is. Did I miss something? The guide says it should be available from the time I first enter town.
