Not really, what it does it returns the perks you put into a tree so you can use them for something else, however as you level up again you get one new perk to put into a tree that your character can benifit from.

So if you level up 10 times pass lvl 81 you get 10 new perks to use in a skill tree that your character can make use off like Restoration or Sneak or whatever, it just really depends on what new perk tree you want for your character.

BUT you still have to level your old perk trees again to gain new perks to spend.

Or new perk trees, but like I said, it just depends on what you want.

Do you have to have dawnguard and dragonborn and hearthfire to do the skill tree. I sometimes leave them off when I start a new game because I just want to play Skyrim at the start

you just need the lastest patch hit space when skill gets to 100

nope, the legendary skill thing is 100% related to the base Skyrim game only, you don't need DLCs or mods to have it.
