Download the creation kit, I cant explain how to do it, just mess around with it that's how I learned. Good luck :)

Google and then download these programs/tools in order to make mods...

- Nifskope

- GIMP or PHOTOSHOP... then google the Creation Kit, like toastghost says...I need to go bed, so sorry I can't go further into it, but that alone is enough to be going on with for researching...Google is your friend :)

There are tons of tutorial videos on how to create mods so you might want to start by looking at those.

just go into the tools section in your steam library, then install creation kit. I would suggest watching the first 2 or 3 of bethesda's tutorials to get the basic controls. Then you can just mess around with it and if you get stuck there are tons of tutorials on the wiki.

Download the Creation Kit from Steam and start exploring the tutorials on the CK Wiki at http://www.creationkit.com
Leave other tools alone for the time being, but at a later point you main want to use tools like TES5Edit or TESVSnip. Start easy creating NPCs, bookshelves, merchants, dungeons, etc. and small quests. The Wiki also has good tutorials on scripting in Papyrus and lots of links to take if from there!

Creating a mod isn't hard to do, but you have to take it step by step. Start with something simple: recreate the mods presented in the tutorials. Slowly you will get acquanted with the CK and maybe along the way with some other tools.
