leveling items?

so in skyrim i know there are items that have more powerful enchants if you are higher level when you obtain them so if you get one of those items will it level up as you meet the reguirements for higher enchantments or do i need mod for that and what level would i need

if you get a weapon that has enchantments, you can get a perk for smithing that allows you to upgrade that weapon, but it only upgrades the damage, not the enchantment, if you want the enchantment stronger, you have to make the weapon then either upgrade the weapon ( easy since your there ) or enchant it, new weapon only ( with a higher enchantment lvl of course )

ive found the " standard " found enchantments for anything to be sub par even at lvl 1 for a character

i love the way the enchantments are on skyrim, not as much as i liked morrowind, but 1000x better than oblivion

all items advance with the perks you pick though
