Did I Ruin The Rest of The Game?!?

So I just did this quest trying to get the Jarl of Windhelm Horn thing and I failed the objective. Then I read a letter saying come to riverwood and rent a room. I think this is supposed to be the guy who has the horn. Did I ruin the main story line by not getting the horn. Was this a scripted failure? And does this guy really have the horn? If you can answer my question I would greatly appreciate it. ~Zachery
