Where are the locations to build, how much do they cost to build total and how do you unlock them?

There is one at Falkreath, but you need a letter from the Jarl. Courrier gives it to you in time. The land is pricy and you need A TON of iron ore. I think there is another two lands to buy but I don't know them yet.

The 3 places are:

Windstad Manor, Morthal.
Lakeview Manor, Falkreath.
Heljarchen Hall, Dawnstar.

Cost is 5k for the land only, to build the house and furnish it costs a lot more. Completing a quest for the Jarl should give you the option of buying a plot of land to start your build.

Ones fairly pleasant overlooking a lake, ones by a semi frozen inlet off the coast that seems to get visits by draugr, and the other is in a barren frozen nowhere with only rocks and a couple of trees for company. Lakeview, Windstad, and Heljarchen.

Thats easy, go killl a perfectly innocent Giant for him when he asks you. He doesn't care which one, its just a snub to the Empire who protect them.

Or wait until he's overthrown if supporing the Imperials and you'll be granted the right to buy the land as thanks for your support.
