A) Would you enjoy the game from the very begining again with all that Skyrim offers (That includes the 'grinding' of some skills).
B) Do you have a computer powerful enough to run enough of the graphical mods that you'll enjoy/want.
I had bought it after looking at the graphical mods and considering I had a competent laptop rig to run the mods. I owned it on the PS3 and the performance/optimization was so poor it was worth the repurchase for me.
Also try to get mods only from the Nexus. While the workshop is nice I've been told that unsubscribing from a mod does not remove it from your game; while the Nexus Mod Manager will. It'll make it easier when you mix and match mods or find incompatabilities.
You might have some serious trouble with graphical mods then unless they are minor changes.
You could also just post your specs and we'd get a better idea of how strong your machine is.
But sometimes it's true that you can run things on a machine that you're told you couldn't. I don't have the recommended processor for RealVision ENB (3.0 Ghz) but I run it almost perfectly (some stuttering and frameloss that I can mind though).

I'm assuming "Memory" is RAM, though I don't see the GPU there (maybe I'm missing it).
You may want to pass on seriously game changing graphical mods.
At least for Skyrim, the higher you go graphically the more Anti-Aliasing and other such graphical systems will be active and working. That will stress out your system. But you can disable them manually.
