Probably no.
CPU is below system requirements. Not to mentions that the Pentiums are castrated and work worse than their Core 2 Duo/i3/i5/i7 counterparts.
On top of that, you didn't mention a videocard. Another problem. Intel stopped manufacturing that CPU in 2009, five years ago. Any Intel videochip back then wasn't able to run the game, at all.
Haven't seen a laptop with an castrated CPU and a dedicated videocard yet.

Use Hialgo Boost from the Skyrim nexus, i use it on my laptop when i'm not at home and mine is worse than yours and i'm playing fine. (Just need to remeber to deactive grass in the console)

If you are below spec, the only way to know for sure is to try to run it. PC systems are different in their efficiency and software setup can make or break the ability to run a game when you're on the wire or below.

It's best to google your CPU to see if others have run it. I did a quick search and found one, there may be others -- check if their other specs are similiar.

If you decide to play the game and need help with boosting performance and mods, let us know.
Higaloo Boost seems good, there are other things you can do too.

That all said, running and enjoying the game are two different things. At best your performance would be quite poor and should be expected -- as in 10 FPS roughly.

I have a laptop which is at least twice that of the ops. (T8300 2.4 core 2, 4Gb ram, 1gb 8600gsm graphics ) It barely runs on the very lowest settings, its so bad I just abandonded even trying. (I was just going to use it when away from home). So just play skyim on desktop.

My Laptop is worse than the OP's and with a few mods. (Not that Joke N64 looking Graphics mod) i can play the game fine at 1440x900 with textures set to med-high perfectly fine. Sure, with occasional dips during massive brawls. Just disable the grass in the console.

It maybe down to what you deem is playable, compared to my desktop the framerate and graphic drop make it pointless to play on my laptop.

Also are you sure your laptop is below the op's? As you state it is playable at 1440x900 on medium, the op is using an su4100, this is an energy saving cpu, not as fast as some 1.3 cpu's and people playing with this have been reporting only being able to get 10fps at 1024x768 even with modded ini files, at the lowest settings and basically state its not playable, especially with the input lag they also get.

You could of course have a much faster gpu, the op has not mentioned which gpu they are using, but normally the su4100 is paried with a gma4500, which even at the time was deemed a very slow graphic chipset.
