Steam being your seller, Steam should provide you with the product in working condition. Same for Clouds, which is a Steam option. There is an option at some point on the support page: instead of addressing your ticket for a specific game you're being offered to select some Steam button. Maybe that's the way to go.

You also fail to mention that curated Workshop was not killed only because of community, but because it's technical solutions were poorly thought and failed. It was not just our attitude, but also their own technical solutions that brought curated Workshop down.

Could you elaborate on what your actual problem is? It sounds like you're thinking your game doesn't have any DLC installed, but what exactly is making you think that? Where is it missing from? Where have you looked for it?
What has that got to do with anything involving fixing my dlcs I didn't come here to bash the sustomer service honestly I was hoping more educated people would help me figure out my problem so I can use my save to enjoy my dlcs again..
How are you launching the game? Just through Steam, or via a mod manager, or SKSE, or...?
After selecting that, you'll see a list of installed mods - the DLC, which are treated by the game as mods, should be listed there. If so, are they ticked? If they're present but unticked, try selecting them and giving it another go.
