That way you have an extra ally before you get into danger.
SkyRe allows you to craft scrolls. Probably Perkus Maximus will allow that as well. My spellbow uses them quite a lot, because she does not have a lot of magica.
And if you aren't a mage, you should be more experienced with your warrior/sneak playstyle. And that should be the main method of combat, making magic less preferred.
So yeah, scrolls are about as effin' useless as cooking food is.
Should?
This is a single player game. There is no “should” here.
You base your opinions on a weak presumption that other Skyrim players are only interested about these narrow stereotypes. Also, you seem to think that focusing on narrow field makes character powerful.
And yet, spellswords, spellbows and nightblade builds are considered the most powerful characters in Skyrim, mixing skills from warriors, thieves and mages. These characters use variety of skills and resources from different field very effectively – and are also fun characters to play with.
Scrolls level the field. Casting a Storm Atronach from scroll for “free” is a good way to distract the approaching Thalmor unit, while the character uses the little magicka they have to charm or enrage the enemy, or simply to move invisible behind their magic user to cut his/her throat, while others are occupied with the atrconach.
What comes to the cooking: vegetable soup is likely to be the most overpowered “potion” in the game. It is too easy and cheap to make – compared to the power it holds.
Large mods like Frostfall and SkyRe give the more flesh for cooking and scrolls, but I used both resources in vanilla game from the start. Dual-wielding soon became too easy, when one could just cook vegetable soups and cast major distractions from scrolls. I have been modding my game harder because of that.
For example - Elswyr Fondue is one of the best "foods" in the game that can be crafted (without skill penalties) as soon as you hit "Whiterun" in the storyline. To make an equivalent potoin thru alchemy would take a reasonably high levelled character with an alchemy skill of around 75 - 80.
Scrolls are another fine example of overlooked resources because of their "free cast" value. They are relatively light on your inventory weight and can give you an edge when you're in a corner.

WHY WOOD YOU WASTE MONEY TO GET CONJURATION LEVELS IN TRAINING WHEN YOU CAN JUST GO AND SPAM SOUL TRAP ON SOMETHING DEATH TO LEVEL UP SUPER FAST AND FREE !?!?!?
Realy now, even if it takes you nearly 1 houre you can do like me and get level 2 TWICE in that time insted of wasteing 10 houres to get the money for that manny training lessons !
