directx 9.0

Although this is related to Fallout3 and I realize is not strictly appropriate for this forum it is for those people with 8.1 OSs. I recently bought a computer with 8.1 OS and can run most games, including Skyrim quite well, I am unable to run Fallout 3. Whenever I hit Play I get a message saying that I am missing ordinal 42 in C:\Windows\System32\xlive.dll. I have been told that I need directx 9 but am unable to install this because you need the server family 2003 which includes 2008 which come in SP1. Has anyone out there with an 8.1 OS been able to play Fallout3 and if so could you give me help in how I could do so. By the way the reason Fallout3 could not find ordinal 42 in xlive.dll is because the file is not there.

need a lagacy driver to get it to work. can get them from nvidia or amd webpages
