Choppy Mouse

I just reinstalled and started playing again and realized why i stopped in the first place, its really choppy when I try and look around and its frustrating and annoying, any fixes for this?

My specs are fine, but im not sure where to locate the Vsync and fps options. This usually doesnt happen so i dont really know what to do.

Computer specs would have been nice, CPU, GPU, PSU, mem., OS.... Its all guess work from our end without given any info.
