Fullscreen but it still has window borders

Game worked fine for a year until all of a sudden it wont properly go fullscreen. It will go fullscreen but still have borders around it. Oh yeah when i start it up a little square pops up in the top left corner and that didnt happen before. I try delete local content and re download and that didnt work. Does anyone have a solution to this?

This is late but uncheck everything in the compatibility tab in Skyrimlauncher.exe and TESV.exe properties. Then install SKSE and use the desktop shortcut it makes. If that still doesn't work download the mod below and launch the game via Steam, set the game to launch in windowed mode and whatever your monitor's resolution is and relaunch the game via SKSE.exe or the shortcut on your desktop []
