Delvin should buy that from you anyway, but he will not interact with you, while you are on special quest.
Read the mission description again. If you rellay are on special mission in Solitude, then you should meet someone there.

There is a rare bug, where he appears in the water near Solitude. In that case the best course of action is to leave the area and come back, once it has reset itself (about 10 days.)

I thought that your mission was in Solitude, when you spoke about the larceny target pointed there. Sorry about that.
In what point is your quest in? Are they expecting you to finish the mission, or didn't they talk to you in the first place?

I can't quarentee that they will fix this problem, but they would have likely prevented it from happening.
You give them a better change to do their job by leaving the quest area and untracking the quest from, while intalling mods. Game gets a chance to reset portion of it, so hopefully it will also wake up the mission.

I would recommend that you use Nexus Mod Manager (NMM) that can be downloaded and installed from the site. Just look the upper bar of the page.
I don't remember, if the download page guides you to donation, site but that is absolutely not required. NMM and Nexus are free.
Edit: NMM allows you to install most Skyrim files outside of Nexus as well. It is a bit buggy, but very handy.

Did the patch fix your problem with the quest? I hope it did, because there isn't much that can be done after a bugged quest gets stuck to a save file. There are - as said - console commands, but that would be likely to leave a certain cave bugged for good.
