You could further refine what you delete and maybe only get rid of the meshes sound and textures folders which is what most mods change. Many mods just add an esp file and all that is needed is removing it.
you can either press "delte local content" or you can go to properties.
In properties you can go to "local files" and there you can either "verify integrity of gamecahce" or you can go to "browse local files" and then it opens the directory in your explorer and you can manually delete it.
"delte local content" deinstalls the game, but i dont know if ot leave the mods in place.
veryfy cache restores all original files to their original state, but doesnt change any files you added.
manually deleting the directory will delete all your mods and all game files, afterwards or before, you will need to deinstall it as well, otherwise steam will get confused.
I don't know. I've never really modded a game before Skyrim. It might be easier to just start over with a clean slate, but this game cache idea sounds like it might work as a quick fix. What do I have to do to verify the game cache?
2. Go to Steam\steamapps\common\skyrim and delete any left over files (Normally from loose file mods and SKSE etc)
3. Double click on Skyrim in your Steam Library to install again.
PS: If you want to try save time/bandwidth make a Backup of Skyrim first then restore it after removing everything.
Edit: To Verify the game cache you need to right click on Skyrim and go to properties than under local files there should be a verify game cache option or something similar.
Right click on Skyrim then chose properties. The click on local files tab and chose verify integrity of game cache.
Most mods are only an .esp or .esm file and some make chaages to the meshes sounds and textures folders. You could delete everything as long as bandwidth is not a problem for you but it is probably overkill in most cases.

errm G.E.M.S is a list of mods that are "lore-friendly Gameplay Enhancement Mods for Skyrim"(Quoted from their site).
whereas ENB is a 3rd party tool that provides Graphical Enhancements.
