septimus singus' outpost lockbox?
I went to septimus's Outpost and say that the top part of the room/cave was empty space and I saw a Dwemer lockbox floating in mid air
and told me that I needed a key to unlock it
can ANYONE explain this to me?

you've got some weird stuff going on in your game, never heard or see anything like you got going on and i've got over 4600 hours logged on this game. Best of luck, you might want to try to VERIFY INTEGRITY OF GAME CACHE

Right click the game in Steam client Library view.
-> Properties -> Local Files -> Verify Integrity of Game Cache.
