In Riverwood, Bounty Hunters attack me, I accidently set a dumb bystander on fire, 1000$ bounty, wont let me guard/surrender and pay off the meaningless thing and go to jail, keep attacking me, cant finish any more quests. Game is glitchy broken bad and too easy when it does work right. Enjoy being a god in this ♥♥♥♥♥♥ little game where you cant die, ♥♥♥♥♥♥♥♥♥ who made it popular.

And no, not going to console fix this. done it so many times i might as well just be playing a text based game.

Why don't you get some mods like Unofficial Skyrim Patch or some other mods that fix some of the glitches? Also, can't you just go to the most recent autosave before all that happened. If all your autosaves are too far back you can always go into settings to change when it autosaves to make it more frequent.
You need to leave the area for 3 ingame days. By this time people lose hostility towards you and enable you to speak to them, thus allowing to pay off your bounty or go to jail. If not see if you have a previous save and load that up before you hit the bystander.

803 hrs of playing myself, lost count how many times i hit bystanders.
Like Sabks said, and I have my auto save set for every 5 minutes. Text based games, that brings back memories of the games loaded from casset tapes :-)

lol Tooth Invaders Commodore 64 - on CARTRIDGE! hmm half hour to load Brian Bloodaxe heheh... Sabks and Raigenkajun both had spot on ideas. Maybe your gameplay style could also be modified a lil?
Put your weapons away and pay the fine or go to jail. Do not pass go unless you pay 200 septims oh!! thats that board game we play as kids.

We got a ragequitter.
Pixid, here is what I did to fix the game. Start from scrach and delete all your saved games from the "My Games" folder in your Documents File.

Install these mods in their proper order: (Use NMM if you can)

All Unofficial Skyrim Patches for Skyrim, DLCs (if you have them), and High Rez Packs.
SkyUI
SKSE
SKSE Tester

Just these mods got rid of 95 % of my problems.

Then to make the game more of a challenge try these mods: (I use them)

iNeed
Wet & Cold
Skyrim Unbound

They make it more difficult just to stay alive depending on the settings you choose.
There are also alot of other "Immersion Mods" out there and they are fun to play with. Stay away from mods that let you level up quickly or let you forge overpowered weapons. Then start a new game.

When you do come across a problem use the SEARCH bar here on the forum to find answers or clues on how to solve them, just type keywords or phrases like "Guards Attacking". No matter what the problem someone has already had it.

I have nearly 3000 hours in game and I'm still enjoying it. Don't Give Up!!!!

The easiest way to fix that is to open the console with the tilde ( ~ ) key and type "TCAI" (without quotes) and hit the Enter key to toggle the combat AI off. Close the console. Then talk to a guard, pay the fine and open the console after clearing the dialogue. Type "TCAI" again, hit Enter again, and close the console. That's solved the problem for me a few times now.

For the record, I have the Skyrim Unofficial Patches. They don't fix this bug completely, it can still happen.
I have never in my 889 hours with this game had to resolve in to console commands to fix anything - outside of WIP mods that I am testing for others. I have always found another way.

If someone has been riding with console enough for Skyrim to feel like a text based game, then I am not surprised to see that bugs are piling up.

Areas reset. This feature allows Skyrim to handle most of it's own bugs. Using Save in front of new areas will mostly fix the rest, when buggy interior areas are reloded and refreshed for a new entry.

Jeeez son .... just load an earlier save before your fiasco.
I've spent a few times in jail for collateral damage.
Go all the way back to the begining and play the game unmodded (if you haven't done that).
Be careful who you hit.
Don't kill chickens.
Respect the goats.
