Do foreigners come to Skyrim to hunt the populace or are they at war with Skyrim?
No matter what race I play, I have been attacked by other races that are not thieves, bandits or assasins or any other seeming criminal, just other races, most commonly, Bretons. Do they come north to sate their bloodlust and go and live their life or what?

Just one of the things in Skyrim. I play a Nord or a Khajiit and have been attacked by others of the same race as me.
Personally I believe it's just that some people (NPC) are suppose to like killing. So they come to Skyrim, a place at war, to kill someone, anyone. After all during a war who's going to notice another dead body or 2 or 4 ........

You're attacked by an enemy, it's not some random, non violent NPC attacking you unless you attacked them first.

No such thing. All are enemies in one way or another, be they bandits, brigands, forsworn, what not.

Wrong....you can be attacked at random by any race such as an Imperial, Breton, etc, without you attacking them first. They just run at you and attack you for no reason.

Indeed just played as a Nord all of the sudden some dude tried to punch me senseless with his bare fists wtf ... I mean I carry a greatsword a bow and whatnot ... You would think they think twice before they'll try anything , but nooo apparently not. Especially revellers are random hostile.

Well, I mean, they're an enemy in that they attack you, but they aren't a "baddie" in the sense of being labelled a bandit/forsworn/etc. Here: http://www.uesp.net/wiki/Skyrim:Aggressive_Adventurer They'll just be labelled as 'Breton', 'Khajiit' or whatever. In my experience they're most often mages, but that could well be coincidence (I also tend to get High Elves, Bretons and Khajiit, not so much the other races.)

They do tend to have rather nice armour/robes, thanks to Immersive Armours. I'm hoping for one in a blue or green Tribunal Robe...

Yes, hence the agressive part. Since they see competitors as bad, you're the baddie to them.
