Swimming on land, please explain/fix

I've recently had an issue how I sometimes swim while on land, it makes no sense and I can't fight because I can't attack, does somebody have any idea what's going on and how do I fix it, please somebody explain.

I have about 7 mods, I don't know my fps and I don't know how many HZ I have, and I am going to see about my V-sync.

Well I like the flying bears... ok no I don't. Vanilla is doing this to me and it never use too.

I got this. Dunnoo what causes it, but jumping around for a bit fixed it. Or try actually going into water and then coming back out again.

I tried doing those things, it still happens, I don't know what's doing it, is it my spells, I happen to cast Stoneflesh a lot, because I'm an Elf mage thing.

I need to bump this because my problem isn't still fixed, and it's making me very upset because I can't play, and I can't play because I can't attack anything, and I want to attack things, and it's getting on my nerves because of that.

Maybe I should try fixing it for myself, well... I'll try to, but please help regardless.

Hello I got thesame problem. Ehh you must have 120 or 140 HZ monitor.
1. While playing skyrim turn off on than 120 and 100 hz monitor.. set for exaplme 60 or 75 IT WORK :) . In windows monitor option you can do that. Or go to console and try to set limit fps at 60? :) NOT SURE if that work but should be
