I doubt it's in the vanilla game, probably a mod somewhere.
It also sounds like a pretty un-deadly attack, tbh. I mean, arrows are deadly because they are fired at high velocity which translates to a lot of force, and (IRL rather than in Skyrim's mechanic, admittedly) you still have to hit certain areas to actually kill someone with an arrow, at least to kill them quickly rather than by their leg going septic or something. If you stabbed someone with one, it would probably hurt a lot, but unless you got it right through their eye or something, I don't think it'd kill. Like I say, Skyrim's what-actually-kills-you/them isn't necessarily terribly realistic, but *generally speaking* kill cams do tend to be of things that could plausibly be a killing blow (okay, you do sometimes get a kill cam of an arrow to the knee finishing someone off...)
