They are in the upside down boat turned into a building in Whiterun. You potentially met three of them on the way to Whiterun.

mods by madfrenchie that add locations quests and challenge, very well made, the main mods focus on the thalmor and blend into one big adventure that ll give lots of hours of play, DLC quality

just write madfrenchie in the worshop search box to have acces to all his mods

I never ever suggest mods ... it al depends on your playing style and likings ... I mean what is someone with a better sneaking mod if he has tank play style ... or what is someone with frostfall or Ineed if he is a casual gameplay and so on .
