Generally no. With the exception of guards and a few companion NPCs, once a character is killed, they're gone for good. If you're on PC, you can revive them using console commands however. Also, I think I remember seeing a mod on the Skyrim Nexus that tweeks NPC AI so that they run and hide during Dragon and Vampire attacks if they aren't a guard or battle ready NPC. This helps to keep the population up in Skyrim. That's a mod you might want to look into.

Search Nexus for:
Run for your lives
When Dragons Attack

I would give you links, but I relly need to catch a train.
there is a mod that makes all npc essential so that they can't be killed by dragons or vampires, but can be killed by you if that is the quest.

My economics class is over for the day (yes, it is Saturday...), so here are the links. Both mods were made by Arthmoor, so they come well recommended.

Run For Your Lives: http://www.nexusmods.com/skyrim/mods/23906/?
When Vampires Attack: http://www.nexusmods.com/skyrim/mods/28235/?

Essential NPCs is currently hidden in Nexus. I don't know why.

Use the "resurrect" console command to bring back any dead NPCs. You can also check in at each city's Hall of Dead to see who has died. Any significant NPC will have a coffin reserved for him/her down there

Yeah, those two mods are pretty good. I downloaded them because I was tired of NPCs getting killed in vampire and dragon attacks.

Here is another one, makes all NPCs essential.

There is only one drawback, certain quests require you to kill an NPC. I found 2 fixes, the first is to use the console command to make them non-essential (harder), the other is to use another mod to make the NPC non-essential for 30 seconds. The best example of this is in Boethiah's quest.

I love you sooo much. Been trying to find a mod to keep this from happening and here they both are. I appreciate it. This will save me a lot of excruciating restarts. And will keep my from ripping my hair out.
