Frost Troll or Dragon
It seems that a Frost Troll is stronger than a Dragon..

In vanilla skyrim, basically anything that relies on ranged damage (except maybe some really good archers) is going to be less effective than something with strong melee attacks. That you can avoid, or even simply take dragon fire to the face and be okay, but you've got nearly unavoidable melee attacks that can off you in a couple of hits is a serious balance flaw with Skyrim.

Unfortanately, no singular mod really fixes this. Most combat mods focus on weapon combat , completely ignoring magic (which was already less effective than melee in the first place). Your best bet is to use a combat mod and pair it with one that scales magic effects. Deadly Combat +♥♥♥♥♥♥♥(perk overhaul for player only--scales magic with level) + Better Magic (adds magic power scaling to VANILLA perks so that enemies using those perks will benefit from similar magic scaling as♥♥♥♥♥♥♥ + ASIS (better AI, adds potion use, appropriate spells and perks to NPCs) seems to provide the best balance. Of course, Deadly combat somewhat changes the way the game is played, and it still does carry the feeling that a sword and shield, or 2 handed weapon will get you further, while enemy melee is still your biggest threat,

All in all, its a design flaw in Skyrim that can be mitigated, but not wholly fixed.

There area also mods that can turn dragons into super-intelligent, super-powerful badasses that will make you wet your pants in terror everything you hear one roar in the distance. Enhanced Mighty Dragons and Dragon Combat Overhaul come to mind. These can be used in tandem, but they make dragon fights seriously hardcore.

I should also note that this has a lot to do with Dragon A.I., specicically, that they hardly have any. They're programmed to perform the same actions almost invariably: Fly around, blast fire, land, blast fire. Melee if target is close enough. Take to the air. Rinse, repeat. Then, when they reach 35% health, the can't fly anymore.

Dragons are pretty much programmed to make the player feel like he's taken down a tough enamy, while the A.I. performs in a way that gives the player ample opportinity to gain the upper hand.

Again, Dragon Combat Overhaul fixes this, but, again, makes them a lot tougher because they don't just land when they're programmed to--often refusing to land at all unless they deem it advantageous--and don't loose the ability to fly at the magic 35% mark.

Ooo, I need to get Dragon Combat Overhaul. Apparently it's compatible with Deadly Dragons (which I love). Uber dragons from Deadly Dragons + smarter-ness? Sounds good.

I have heard this before, about the dragons and have seen the mod featured where they are different. I may look into this as well as a possible mod for me..

Depends what dragons you're fighting.

Legendary Dragons > Ancient Dragons > Blood Dragons/Frost Dragons > Regular Dragons > Quest related Dragons

Killed an ancient dragon last night pulled 12 arrows out of it, a frost troll goes down in 2 or 3 at the most.

No matter the type or stats of the dragon, their AI dictates they do the same thing wihtout any variation. So, even if a dragon can take more hits, a frost troll might still have a better chance at beating you because its more likely to do things that are effecttive.

if you really want to beat a frost troll use firealthough it may seem like a eduacated guess its not i even tested it it took up to 7 hits with my blade of woe and 1 fire breath shout so it took it down instantly and just to put it out there you can use the freeze shout on a giant and shock and fire mixed dual wield magika to kill it faster and give you twice as much xp
